Overview

Gilbane is seeking a Senior Procurement Manager to be responsible for the procurement of goods and services, as well as supervising and managing assigned Procurement staff. This role will sit primarily in the office.

Responsibilities

  • Responsible and accountable for Procurement’s compliance with established policies and procedures.
  • Participate in development of project execution plans
  • Oversee all matters relating to the acquisition of goods and services for a project during the proposal process
  • Manage procurement resources and direct procurement activities to support the planning and execution of assigned projects
  • Review major purchase orders and subcontracts and participate in major negotiations with suppliers and subcontractors
  • Plan and budget the procurement resources and systems necessary to support projects.
  • Understand changing market conditions with regard to trends in the pricing of materials, equipment and services
  • Identify and develop procurement training material, deliver training to procurement and business unit staff
  • Mobilization and demobilization of staff supporting projects
  • Recruitment, performance reviews, termination and discipline of assigned Procurement staff
  • Strategic partner with business unit leadership team
  • Mentoring and leadership development

Qualifications

EXPERIENCE/EDUCATION

  • Bachelor’s Degree
  • Minimum 15 years of experience with 12 years in DB and construction industry
  • Minimum 12 years Federal procurement experience
  • Minimum 10 years supervisory and management experience
  • Or equivalent combination of education and experience

KNOWLEDGE, SKILLS & ABILITIES

  • Extensive knowledge of the assigned business unit clients, projects and functional organizations
  • Extensive knowledge of the project delivery processes and Federal procurement policies and procedures
  • Extensive knowledge of federal government contractual compliance requirements
  • Extensive knowledge and ability to independently review exceptions, changes to terms and conditions and negotiate resolution with oversight from required reviewers
  • Extensive knowledge and subject matter expert of competitive, sole source procurements
  • Extensive knowledge and subject matter expert of cost and price analysis
  • Strong verbal communications, writing and presentation skills
  • Communicates effectively with subcontractors, project teams, and support organizations
  • Strong leadership and management skills
  • Proficient user of Microsoft Office software
  • Proficient in procurement systems and tools (i.e. CMiC)
