  • Overview

    Overall management of proposal team, assigning proposal personnel, balancing resources, forecasting proposal requirements and review of RFP resources in support of both domestic and international proposal and marketing efforts to the U.S. government including the DOD, DOE, EPA, DHS and GSA. Serve as lead on select major IDIQ proposals, oversee IDIQ proposals in process, provide Red Team/Gold Team reviews, write proposal sections, develop winning strategies and oversee all proposals for U.S. government clients including IDIQ, Task Order and stand-alone proposals. Also responsible for hiring and reviewing performance, and training and developing staff. Position can be based in either Gilbane’s Concord, California or Englewood, Colorado office.

    Responsibilities

    • Manages the federal proposal team within Gilbane’s Global Sales & Marketing Services department. Hires, recruits, manages and oversees the work of the proposal team employees. Performs performance appraisals, assists in setting goals and coordinates workload.
    • Supports and coordinates the proposal efforts to obtain new contracts for Gilbane’s federal business units.
    • Coaches and mentors proposal staff in the development of timely, persuasive, and compliant proposal writing assignments for federal construction, environmental and fuels proposal opportunities.
    • Plans, obtains, deploys, manages and coordinates proposal resources in support of both U.S. and international proposal and marketing efforts to U.S. government clients.
    • Provides leadership in analyzing, assessing, and recommending action on business proposal opportunities.
    • Serves as proposal manager on large strategic pursuits and major IDIQ submissions.
    • Schedules and participates in capture planning for key proposals including development of themes, strategies, teaming and execution/performance strategies.
    • Interprets RFP requirements and Source Selection composition against proposal strategy to ensure compliance/best value.
    • Supports marketing and proposal organization including file management, archiving and data maintenance for projects, team members and market sectors.
    • Balances short-term team and individual priorities with long-term strategic plan tactics and ensures deadlines are met.
    • Monitors changes in key Federal requirements, i.e., FAR clauses.
    • Monitors and manages the budget for the federal proposal team.

    Qualifications

    • Bachelor’s degree (i.e. business administration, marketing, journalism, communications, English). Master’s degree in comparable field is a plus. Experience can be substituted with advanced education in marketing related fields.
    • 10+ years of hands-on proposal writing and management experience on large federal government procurements.
    • Demonstrated experience as lead proposal manager on multiple proposals with values ranging from $100M (single award) to $1B+ (multiple award).
    • Personnel management experience including: direct supervisory responsibility, performance appraisal and hiring authority, demonstrated leadership capabilities and a willingness to explore innovative solutions.
    • Business writing experience is a must with proficiency in computer publishing techniques (i.e. Microsoft office) also required. Proficiency in Adobe InDesign desired.
    • Or equivalent combination of education and experience.
    • Understanding of U.S. Federal Government procurement process.
    • Ability to deliver compliant, professionally produced proposals within customer agreed upon timeframes.
    • Ability to coach sales teams and subject matter experts in persuasive writing.
    • Communications skills to motivate and encourage performance from personnel.
    • Ability to review documents and identify methods for improving proposal content and presentation.
    • Strong written and verbal English language skills.
    • Proficiency in use of procurement websites for U.S. government clients (i.e. ProjNet, AMRDEC, NECO, PPIRS, CPARS, System for Award Management).
    • Understanding of the Federal Acquisition Regulation (FAR), especially common FAR clauses that affect evaluation of proposals.
