Gilbane is seeking a The Safety Manager leads the safety function for a single Business Unit (BU) or multiple small Business Units. This role is assigned to the Federal Division.

Responsibilities

  • Supports all safety efforts on the project and promotes the Gilbane Cares safety culture
  • Develop, implement, and maintain the Site Safety and Health Plan (SSHP), Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), and associated safety procedures.
  • Provide direct oversight of harbor construction activities including dredging operations, excavation, utility installation, concrete placement, quay wall construction, pile driving, and heavy lifting activities.
  • Conduct daily safety inspections, audits, and field observations to identify hazards and verify compliance with project requirements.
  • Lead pre-task planning meetings, toolbox talks, safety orientations, and risk assessments for all project personnel and subcontractors.
  • Ensure compliance with EM 385-1-1, OSHA, environmental permits, and applicable federal, local, and client-specific safety requirements.
  • Manage high-risk work activities including crane and rigging operations, demolition, confined space entry, lockout/tagout (LOTO), excavation and trenching, diving operations, over-water work, and energized electrical work.
  • Establish and maintain emergency response procedures, including marine rescue, man-overboard recovery, severe weather preparedness, first aid, and evacuation plans.
  • Investigate incidents, injuries, near misses, and environmental events; conduct root cause analyses; and implement corrective and preventive actions.
  • Track safety performance metrics and prepare reports for project management, owners, regulatory agencies, and corporate leadership.
  • Coordinate with project managers, subcontractors, regulatory agencies, and stakeholders to ensure effective hazard recognition, risk mitigation, SIF prevention and compliance with project requirements.
  • Verify that all workers possess required qualifications, certifications, and training for assigned tasks.
  • Promote Gilbane's Hazard Recognition Program, Energy Wheel, and High Energy Control Standards to ensure direct and indirect controls are established and maintained for all high-risk activities.
  • Ensures contractor activities are preplanned for safety through scope review, preconstruction meetings, AHA review, PTPs, Daily Huddle, Shift-Start Meeting etc.
  • Ensures contractors meet Gilbane safety submittal requirements
  • Ensures contractor compliance with Gilbane safety plan & expectations
  • Maintains all safety related documentation
  • Makes recommendations concerning situations hazardous to employee safety or health
  • Utilizes Hammertech to Audit and monitor project team implementation of the Safety Plan
  • Provides and analyzes Hammertech trending reports with project team and develops action plans
  • Coaches project team in effective hazard identification and correction of issues using Hammertech
  • Ensures project teams have safety equipment and resources
  • Serves as project liaison and manages project correspondence with Insurance carriers
  • Provides safety training to project teams on Gilbane, client, OSHA and host country requirements
  • Trains direct reports on processes, procedures, and completion of daily tasks
  • Manages workload and performance of direct reports, ensuring alignment with overall company standards
  • Fosters a positive and inclusive work environment to motivate and engage team members
  • Aids in communicating company and department strategy to direct reports
  • Collaborates closely with business development to ensure seamless integration with sales strategies including performance metrics on your assigned projects, pursuits, and client deliverables. Actively participates in opportunities to strengthen client, partner, and industry relationships that position Gilbane as the “Builder of Choice”

Qualifications

EXPERIENCE/EDUCATION

  • Bachelor's degree in Occupational Safety and Health, Environmental Science, Construction Management, or related field preferred.
  • Minimum 10 years of construction safety experience, including marine, waterfront, dredging, and heavy civil construction projects.
  • Thorough knowledge of OSHA regulations and USACE EM 385-1-1 Safety and Health Requirements Manual.
  • OSHA 30-Hour Construction, OSHA 30-Hour Maritime and EM385-1-1 40 Hours certification required.
  • Continuous education: minimum 8 hours of refresher training annually (or 24 hours every three years)
  • Professional BCSP certifications such as CSP, CHST, ASP, CSHO, or equivalent preferred.
  • Experience managing safety programs for federal construction projects.
  • Strong leadership, communication, incident investigation, and risk management skills.
  • Ability to work effectively with project teams, trade partners, regulatory agencies, and client representatives.

 PREFERRED EXPERIENCE

  • Harbor and port construction projects.
  • Marine, dredging and federal construction operations.
  • USACE, NAVFAC of federal construction projects.
  • Crane and heavy lift operations.
  • Environmental compliance and waterfront construction activities.
  • Emergency response management for marine work.

KNOWLEDGE, SKILLS & ABILITIES

  • Comprehensive knowledge of construction safety and health principles, techniques, methods, regulations, and interpretations
  • Capable of identifying current and future potential exposures and recommending corrective action
  • Strong computer skills and familiarity with the Microsoft Office suite
  • Strong written and verbal communication skills
  • Developing management and leadership skills
