Overview

The Regional Property Manager oversees the management and operation of a NYCHA PACT project that is undergoing a three-year tenant-in-place redevelopment. This role ensures that the property meets high standards of quality, compliance, and profitability. This position will collaborate closely with the asset management, redevelopment, and construction teams to oversee financial performance and develop business strategies.

Responsibilities

  • Oversee Operations: 
    • Manage the daily operations of multiple projects and staff to ensure compliance with local laws and regulations.
    • Hire, train, supervise, and mentor the on-site team, including managers, maintenance staff, and administrative/compliance personnel.
  • Budget & Finance: 
    • Develop and manage property budgets, monitor financial performance, and prepare reports for senior management.
  • Maintenance & Repairs: 
    • Plan and execute property maintenance and improvement projects to ensure properties are well-maintained.
  • Leasing, Occupancy & Collections: 
    • Coordinate leasing efforts to maintain high occupancy rates while developing and implementing tracking systems.
    • Oversee rent collection and manage delinquent rents, one-shot deals, and other external resources in coordination with service providers.
  • Relationship Management:
    • Collaborate closely with NYCHA and PACT partners to ensure responsiveness to community needs.
    • Work with asset managers, stakeholders, developers, and executive leadership.
    • Resolve tenant complaints and issues promptly, leading staff efforts to enhance tenant retention through excellent customer service.
    • Maintain positive relationships between management and residents through engagement with tenant association officers and members, addressing community needs and concerns.
  • Compliance: 
    • Ensuring properties comply with LIHTC, RAD and Section 8 programs.
    • Ensuring staff adherence to NYCHA's rules and regulations, providing excellent customer service, and addressing performance issues.
    • Ensure all government guidelines and compliance (Sec. 8, HUD, NYCHA, HPD, and Tax Credit) requirements are met and appropriate records are maintained.
    • Violation Tracking & Clearing (HQS, HPD, DOH, FDNY, to include citations and fines)
  • Strategic Planning: 
    • Identifying opportunities for property improvements.
  • Other Duties:
    • Performs additional duties as assigned.

Qualifications

  • Experience: 
    • 8-10 years of experience in property management within the NYC affordable housing sector, with third-party management experience.
  • Knowledge: 
    • Expertise in LIHTC, RAD, Section 8 programs, budget management, financial oversight, building operations, maintenance, Fair Housing Laws, Landlord-Tenant Law, and OSHA Standards.
  • Leadership & Communication: 
    • Strong leadership, staff development, negotiation, and communication skills to effectively interact with various stakeholders.
    • Ability to work on several projects simultaneously, maintaining timelines and accuracy.
    • Work independently, anticipate problems, and implement effective solutions
  • Analytical & Problem-Solving: 
    • Ability to analyze data, prepare reports, identify and resolve operational challenges, and make sound business decisions.
  • Technical Proficiency: 
    • Proficiency in computer applications, including MS Office Suite and property management software like Yardi, Real Page, MRI, and On-Site. Strong Excel skills are essential.
    • Advanced oral and written communication and public relations skills.
  • Relevant certifications for Property Management and Affordable Housing
    • Examples include: LIHTC, HCCP or SHCM Certification, Certified Property Manager (CPM) or Apartment Residential Manager (ARM) designation preferred.

 

 

Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

 

For New York, NY this ranges from $120,000 - $135,000 plus benefits and retirement program.
